We didn't have a clear directive from the administration at the time, beyond leaving legacy entries alone. I believe the later understanding with the administration was that there's no legal or storage issues with allowing them (hentai is largely still barred for the two reasons of being video-first and for subjecting the site to COPPA, which would largely restrict our ability to provide data to anyone who wants it). As it came down to an issue of primarily cultural differences, there was no longer any real reason to prohibit the inclusion of OVAs.
