Live PD cleanup

Season 3 of Live PD needs a lot of cleanup and some of which are deletes and moving of episodes which I believe only the mods can do and it got worse this week with the special marathon.

So specific changes. All are season 3.

1. Episodes 24 and 27 were special episodes and A&E does not count them as regular episodes so should be moved to specials.
2. Specials 25-29 are actually regular episodes and need to be moved to season 3
3. Episode numbers need to be reordered after these changes

Source is A&E website. https://www.aetv.com/shows/live-pd

As of right now the 5/4/19 episode is marked as episode 68 on A&E but is episode 65 on here because of the above issues.

This is going to play holy hell with the already messed up release numbering, but looks like it's already done for S03. Please now also clean up Specials so that releases can be renumbered appropriately.

And now someone has reverted the changes. Can we have a discussion about what the proper episode numbering is? Remember, A&E is notorious for misnumbering things, so it shouldn't be automatically considered authoritative. 12.05.18 and 12.12.18 should be considered episodes and not specials in my opinion for example. In any case, can let's please discuss things before another mass-renumbering?

Locking the current state. Please list your changes with sources of information to support them as they correspond to the way the current list is presented on TVDB.

We'll unlock this again (except probably the controversial episodes, if any) when things are taken care of, don't worry. I just want something stable that everyone can refer to when discussing change requests.

As far as what order things should be in, it should always be and remain what the network says on the date of airing, if possible.

My thoughts:

1) Anything that's named by a date and is following the standard 2 or 3 hour "follow cops around live" format is an episode, even if it occurs on a special night, e.g. Wednesday night like 12.05.18 and 12.12.18. The fact that A&E's web site sometimes lists these and sometimes doesn't shouldn't be a factor. A&E's web site does NOT do this consistently.

2) Anything that is entirely pre-recorded is a special, even if A&E's web site lists it as an episode.

3) Anything that is live but doesn't follow cops around live is a special, even if A&E's web site lists it as an episode.

This is e.g. what Wikipedia uses: https://en.wikipedia.org/wiki/List_of_L ... on_3_(2018) (they are a few episodes behind though)

It also matches the TV listing episode numbering as used by Philo, etc.

It also makes everything add up correctly to make the 200th episode "04.19.19" to actually be the 200th episode listed.

Disadvantage: Top 40 Moments of 2018 (Part 1) and Top 40 Moments of 2018 (Part 2) would be considered specials by this criteria and should be removed from the current S03 TVDB list. That means around 5 months of episode renumbering for releases. That's almost as bad as what the recent re-numbering would have done, but at least there would be consistency going forward.

So applying these proposed rules to the recent 11 day marathon:

Not episodes or specials: PD Cam and Live Rescue episodes as they are considered separate series.

Top 10 K9 Moments: Special because it is entirely pre-recorded content.

Top 10 Animals on the Loose: Special because it is entirely pre-recorded content.

Officers Look Back Live: Special. While the studio content was live, the "follow cops around" parts were all pre-recorded. (The format was to show clips from old episodes and get live reactions from the in-studio cops originally involved.)

These two are a bit less clear-cut though:

Overtime: Special. While it followed the "follow cops around" format, everything was pre-recorded from the night before.

Wanted Live: Special. While it was live, it was not a dated episode, and focused entirely on serving warrants instead of the general "follow cops around" format.

I would also be fine leaving Top 40 Moments of 2018 (Part 1) and Top 40 Moments of 2018 (Part 2) as episodes as currently listed as "water under the bridge" as it avoids my having to renumber 60 of my releases.

Recapitulative content such as the Best Of moments have been placed in Specials in accordance with our existing Specials policy.
Additionally, anything described as a "Special" on the A&E website such as "Wanted Live" has also been moved.
The "Overtime" I have also placed in Specials as it is in my view "unaired" content from the previous day as described on the site.

It's not perfect and some can certainly be argued one way or the other. "Overtime" did air after all for example.

However as a sanity check after making these changes we now line up with TVGuide and Gracenote, whom I think are generally trusted sources for television broadcasting.
As well, TVGuide is one of the preferred sources here for theTVDB.com, so I think we can still be satisfied with that change.

I have locked the "surrounding" episodes to prevent further conflicting edition. The rest is now back and opened up for user submissions.

For a final note: we cannot use Wikipedia for episode ordering, and while Philo may be an A&E brand in part it is not the network of origin and more importantly locked behind a paywall.
