It's not the first time I get the info of a series, choose the language (I'm spanish) and get all the info in english, as there're no spanish titles nor anything else and the series is locked so I can't add the spanish's titles.
If the series is completed it should be locked, but if there're no translations for titles those should remain unlocked until completed, so you could lock the seasons and episodes list, but keep the editing of translations unlocked until the translation is finished and locked.

There should be a per-language lock option different from the chapter/season edit lock.

It's part of the new site. We don't have the ability to do it with this site.

Yes, the site is currently under development, on the new version what you are suggesting has already been planned for, its not possible on the current site so the correct process is to go to the series discussion thread and post in there, make sure you include a link to the each episode you want a translation for and include the translated title and translated text and a moderator will process your request as and when they can, if it doesn't get done by the time its dropped onto the 3rd page feel free to bump your request
